Military and Overseas Voters







If you are a United States citizen living overseas, a military member, or a military dependent, there are special provisions for you to register, receive, and return your ballot. Below are two options to register as a Missouri Voter. Please only choose one (1) method.

Please Note: 

  • When registering, you are a Missouri Voter until you request to be 
    removed from our voter rolls.

  • When using these methods, you will automatically receive ballots until December 31st of the following year.  At that point, you will need to reapply through the same program to continue receiving ballots automatically.

Receiving your ballot





An Absentee Ballot is available 46 days prior to an election. As a military or overseas voter, you can request to receive your ballot by mail, fax, email or the Military and Overseas Voting Access Portal. 

If we have not received your voter registration, you may need to complete a Federal Post Card Registration and Absentee Ballot Request (FPCA).

Marking your ballot





1. Mark your ballot
  • Mark your ballot using a dark ballpoint pen.
  • To vote for a candidate fill in the oval to the left of your choice.
  • To vote on any measure, fill in the oval to the left of the word Yes or No.
  • If you make a mistake, you can request a replacement ballot by contacting our office.

2.  Review your ballot
  • If you vote for more candidates than allowed or if you vote both Yes and No on a measure, your vote will not count for that candidate or measure.
  • You do not have to vote on all contests. Those you do vote on will still count.
  • Check both sides of the ballot for voting contests.

Returning your ballot





If you received your ballot by Mail
  • Place your ballot in the return envelope provided and seal the envelope.
  • Important! Sign the return envelope or your ballot cannot be counted.
  • When mailing your ballot, you can check with the local post office to ensure your ballot will reach the elections office in time for it to be counted. Ballots must be postmarked by 7 p.m. on the day of the election and received by the Pulaski County Clerk's Office no later than 12:00 p.m. CST on the Friday following the election.

If you received your ballot by E-Mail or the MOVotes Portal

  • Print out your Ballot and Affidavit and follow the instructions provided.
  • When mailing your ballot, you can check with the local post office to ensure your ballot will reach the elections office in time for it to be counted. Ballots must be postmarked by 7 p.m. on the day of the election and received by the Pulaski County Clerk's Office no later than 12:00 p.m. CST on the Friday following the election.

Fax your ballot

  • Important! To return your ballot by fax, you MUST be serving in a hostile zone. Click here to see a list of the hostile zones.
  • If you choose to fax your ballot, you must also fax the absentee affidavit that was provided. 
  • Fax number for voted ballots: 573-774-5601.
  • Ballot must be received by 7:00 p.m. CST day of the election.

Email your ballot

  • Important! To return your ballot by email you MUST be serving in a hostile zone. Click here to see a list of the hostile zones.
  • If you choose to email you ballot, you must also email the absentee affidavit that was provided.
  • Email address for voted ballots: Pulaski.County@sos.mo.gov
  • Ballot must be received by 7:00 p.m. CST day of the election.

All voted ballots must be mailed unless you are at one of the locations on the "Combat Zone, Hostile Fire or Imminent Danger" list per the Secretary of State's Office.  Your ballot must be received by the Pulaski County Clerk's Office no later than 12:00 p.m. CST on the Friday following the election.
